This means making communications personally to a Minister of the Crown and/or Permanent Secretary (or equivalents), regarding the functions, policy or legislation of the UK Government on behalf of a client and in return for payment.

NotesWestbourne Communications was acquired by Cicero Consulting Limited on 19 June 2018. It continued to trade under this name as part of Cicero up to 31 December 2018, at which point all clients transferred to Cicero.
Please note that between 15 September and 15 December 2015 the Office of the Registrar of Consultant Lobbyists incorrectly attributed the following clients to Hanover Communications, including them in Hanover Communications July to September Quarterly Information Return: Birmingham Airport, ComplyServe, GB Railfreight, Hitachi Rail Europe, Goldman Sachs and Ingeus. On the 16 December these clients were removed and correctly attributed to Westbourne Communications.
Westbourne Communications registration information was updated on the 14 January 2016 to reflect that they now follow the PRCA code of conduct
